Financial System Strengthening Associate Consultant – Sokoto State

About the role

The Financial System Strengthening (FSS) Associate Consultant will support the Sokoto State Primary Healthcare Development Agency and the Sokoto State Ministry of Health in implementing the EU SARAH grant. Working closely with the IPM Specialist, the Financial Management Team and the Health Programme Team, the consultant will help strengthen financial management systems for primary health care.

Key responsibilities

• Provide technical assistance to improve budgeting, financial reporting and internal control processes.
• Ensure donor compliance and effective grant management for the SARAH programme.
• Support capacity‑building activities for government and sub‑national health entities.

Required profile

• University degree in Finance, Accounting, Business Administration or related field; professional accounting qualification (CPA, ICAN, ACCA) is an advantage.
• Minimum 5 years progressive experience in financial management, accounting, and donor‑funded health programmes.
• Experience working with government institutions, especially state primary health care agencies, is preferred.

Required skills

• Strong knowledge of financial management, budgeting, financial reporting and internal controls.
• Expertise in donor compliance, grant management and public financial management systems.
• Excellent analytical, report writing and stakeholder engagement abilities.
