Financial System Strengthening Associate Consultant – Nigeria

About the role

UNICEF is seeking a Financial System Strengthening (FSS) Associate Consultant to support the Adamawa State Primary Healthcare Development Agency and the State Ministry of Health. The consultant will work under the EU SARAH grant to improve financial management systems across state, LGA and ward levels.

Key responsibilities

• Conduct state‑level Training of Trainers (ToT) on the selected accounting software to build implementation capacity.
• Lead the rollout of the accounting software and manage data migration for all participating entities.
• Deliver bi‑monthly financial management training for PHCDA accountants at state, LGA and ward levels.
• Prepare quarterly progress reports on the Financial Management Strengthening System (FMSS), highlighting achievements, risks and recommendations.
• Establish knowledge‑sharing mechanisms to capture lessons learned and best practices.
• Conduct quarterly grant performance reviews, variance analyses and support corrective actions.
• Undertake quarterly sample assessments in five LGAs together with the PHCDA Internal Audit and Finance team.

Required profile

• Minimum BA degree in Social Sciences, Business Administration, Finance, Accounting, Audit or related field.
• At least 5 years of progressive experience in financial management, accounting controls and partnership management.
• Experience supporting donor‑funded health programmes, preferably EU‑funded.
• Proven experience working with government institutions and sub‑national health agencies.

Required skills

• Proficiency with accounting software implementation and data migration.
• Strong financial management and reporting skills.
• Ability to conduct training and capacity‑building sessions.
