Roving National Consultant – Financial Management (HACT)

About the role

The Roving National Consultant will work closely with UNICEF's IPM specialist, the financial management team and the health programme team to strengthen financial management systems for six Primary Health Care Development Agencies (PHCDAs) under the GAVI HSS3 grant.

Key responsibilities

• Conduct a comprehensive review of existing financial systems, processes, controls, budgeting and compliance across the six PHCDAs.
• Create or adapt financial management tools and templates in line with national regulations and donor requirements.
• Enhance internal control frameworks to mitigate risks such as fraud, misallocation and poor documentation.
• Design and deliver training and mentorship programmes to improve grant financial management and reporting skills of accounts staff.
• Assist PHCDAs with accurate budgeting, fund utilisation tracking and budget variance analysis aligned with work‑plans.
• Prepare PHCDAs for internal and external audits by reviewing documentation, addressing queries and ensuring compliance.
• Provide continuous support through spot checks, performance monitoring and documentation of lessons learned.

Required profile

• Bachelor’s degree in Business Administration, Finance, Accounting, Audit or a related field (required).
• Professional accounting qualification (e.g., CPA, ICAN, ACCA) is an advantage.
• 7–10 years of progressive experience in financial management, accounting and financial controls.
• Experience supporting donor‑funded health programmes (e.g., GAVI, Global Fund, World Bank) and working with government sub‑national entities.
• Fluency in written and spoken English with strong report writing and presentation skills.
