Business Development and Proposal Officer

About the role

The Business Development and Proposal Officer will identify and develop new business opportunities across the upstream, midstream, and downstream oil and gas sectors, managing the full tender lifecycle from research to submission.

Key responsibilities

• Research oil and gas companies, operators, engineering firms and service providers to uncover business opportunities.
• Monitor tender portals, procurement platforms and industry publications for RFQs, RFPs and ITTs.
• Prepare, review and coordinate business proposals, technical submissions, commercial bids and quotations ensuring compliance with client specifications.
• Gather technical, commercial, financial and administrative information from relevant departments to assemble complete bid packages.
• Maintain a database of prospective clients, tender opportunities and submission deadlines.
• Build and sustain relationships with procurement officers, contract managers and project managers.
• Track submitted bids, outcomes and feedback, and recommend improvements for future submissions.

Required profile

• Minimum HND in Business Administration, Marketing, Engineering, Project Management, Procurement or related field.
• At least 5 years of experience in business development, proposal writing or tender management, preferably in oil and gas.
• Strong understanding of oil and gas operations, procurement processes and vendor pre‑qualification.
• Excellent written and verbal communication skills with high attention to detail.
