Financial Management Lead Consultant – Remote (12 months)

About the role
UNICEF is seeking a Financial Management Lead Consultant to support the strengthening of financial management systems for health programmes across several Nigerian states. The consultant will work remotely, collaborating closely with UNICEF’s IPM specialist, financial management team, and health programme staff to improve asset management, budgeting, and financial stewardship under GAVI HSS3 grants.
Key responsibilities
- Strengthen asset management through registration, verification, tagging, and accountability support.
- Facilitate stakeholder engagement to institutionalise financial management reforms in State Ministries of Health and PHCDAs.
- Design and deliver Training of Trainers (ToT) programmes for the rollout of accounting software across MOH and PHCDA finance units.
- Lead the 2027 financial planning and budgeting processes to enhance resource utilisation and accountability.
- Build financial management capacity of selected partners through training, mentoring, and technical support.
- Improve financial management practices through process enhancements and targeted capacity building for State and LGA PHCDA accounting teams.
- Develop knowledge‑management systems to capture and share best practices and lessons learned.
Required profile
- Minimum BA university degree in Social Sciences, Business Administration or a related field.
- Relevant experience in financial management, budgeting, and asset management, preferably in the health sector.
- Proven experience delivering training of trainers and capacity‑building programmes.
- Strong understanding of public‑sector financial reforms and stakeholder engagement.
