National Consultant – Integrated Birth Registration Ecosystem (12 months)

About the role

UNICEF Nigeria is seeking a National Consultant to lead the implementation of an Integrated Birth Registration Ecosystem. The role focuses on data interoperability, state‑level technical assistance, and system strengthening over a 12‑month period, with remote work and travel to various states.

Key responsibilities

• Lead Pillar 1: Ensure data interoperability and integration of vital registration systems.
• Support Pillar 2: Provide technical assistance to 30 states for decentralised implementation.
• Drive Pillar 3: Strengthen reporting mechanisms, build capacity, and oversee system sustainability.
• Design, implement, and integrate large‑scale national data systems related to birth registration.
• Coordinate with government agencies, development partners, and UNICEF teams.

Required profile

• Bachelor’s degree in Data Science, Computer Science, Statistics, Information Systems, Public Health Informatics or related field.
• Minimum 4 years of professional experience in CRVS, birth registration, or related data systems.
• Proven experience leading or supporting large‑scale national data system projects.
• Fluency in English; knowledge of a local language is an asset.
• Experience working with UNICEF, UN agencies, or government bodies is a plus.

Required skills

• Technical expertise in data interoperability, system integration and API design.
• Strong proficiency in Python and SQL.
• Experience with database management and data visualization tools.
• In‑depth knowledge of the Nigerian birth registration ecosystem, including NIMC/NIN, DHIS and NBS data systems.
