Monitoring and Evaluation, Accountability and Learning Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer ensures the effectiveness, accountability and continuous improvement of project implementation. The role tracks project performance against indicators, manages data systems and ensures timely, accurate reporting in line with donor requirements. It supports the design, testing and implementation of data collection tools, promotes ICT4D solutions and leads on-site monitoring and evaluation. The position suits a detail-oriented professional with 0-2 years of experience who wants to build a career in program quality and impact measurement.

Key responsibilities

• Track project performance against predefined indicators and report on progress
• Design, manage and maintain beneficiary and assistance databases
• Conduct on-site monitoring visits and post-distribution surveys
• Review, clean and analyse data from beneficiary registration, monitoring visits, evaluations and other sources
• Ensure mid-term and real-time evaluations follow donor guidelines, and coordinate final evaluations
• Develop, review and test M&E tools, including electronic data collection instruments
• Promote ICT4D tools such as iPads and Android devices for registration, vendor tracking, activity monitoring and surveys
• Set up a system for tracking beneficiary and non-beneficiary feedback, complaints and responses
• Prepare reports on post-distribution monitoring, feedback and complaints management, and evaluation findings
• Support electronic data entry tools, analyse data with statistical software and train enumerators and field staff
• Supervise field data collection, generate visual reports, charts, maps and summaries, and map assistance coverage and delivery gaps
• Support the MEAL Manager in producing, storing and sharing information products, and maintain data quality through regular database updates and validation
