Humanitarian Operations Technical Advisor I – RAPID

About the role

The RAPID Humanitarian Operations Technical Advisor I provides deployable technical and operational support to CRS emergency responses across a multi‑country region. The role focuses on supply chain management, procurement, logistics and the establishment of emergency sub‑offices, while also supporting HR, finance, security and other operational functions.

Key responsibilities

• Deliver rapid, in‑country surge support for procurement, logistics and supply‑chain processes during emergencies.
• Assist with the setup and operation of relief delivery systems, sub‑offices and related tools.
• Provide remote and onsite technical assistance for emergency planning, implementation and close‑out, ensuring compliance with CRS standards and donor requirements.
• Support capacity‑building for CRS staff and local partners through trainings, briefings and on‑the‑job accompaniment.
• Contribute to operational learning, documentation of lessons learned and updates to the Emergency Field Operations Manual.

Required profile

• Graduate degree in international development or related field (or equivalent experience).
• Minimum 5 years of experience managing humanitarian operations in the field with an INGO.
• Demonstrated ability to work under stress, travel frequently on short notice and live in difficult environments.
• Proficiency in English and at least one of French, Portuguese, Spanish or Arabic.

Required skills

• Humanitarian supply‑chain operations – procurement, logistics, warehousing.
• Knowledge of SPHERE and Core Humanitarian Standards.
• Strong MS Office skills.
• Familiarity with emergency coordination mechanisms and donor compliance requirements.
