Head of Security Operations and Partner Network

About the role

A personal safety technology platform is building a national network of licensed security organisations that respond to emergencies raised through its app, backed by a 24/7 online emergency support team. It is looking for a senior security leader to own the licensed partners on the ground, the operators on the line and the standards that connect them. The role is based in Lagos with regular national travel (about 40% in the first six months), reports to the CEO and has a six-month milestone-based probation.

Key responsibilities

• Find, vet, contract, onboard and manage licensed private security organisations across all 36 states and the FCT, verify licences, run due diligence and site visits, and negotiate service levels and per-incident terms
• Run monthly scorecards, remove failing partners and keep the coverage map accurate at LGA level
• Build and run a 24/7 operator team that joins emergency sessions quickly, confirms the situation, supports the user and dispatches a responder, and briefs police, ambulance or fire services when needed
• Write the emergency session protocol, dispatch protocol, partner vetting standard, authority handover protocol, fraud protocol and QA standard, and ratify service levels measured daily and reported weekly
• Own client metrics such as human join time, dispatch acceptance time, on-scene time, authority briefing time, closure and follow-up, and produce client SLA reports
• Design the training curriculum, certify operators, run QA sampling and coaching, and enforce recording rules and payout confirmation gates
• Keep the function audit-ready for ISO 27001 and SOC 2 controls, and act as the credible face to state police commands, NSCDC, ALPSPN and partner leadership

Required profile

• At least 10 years in security or emergency response, including at least 3 years commanding people across multiple locations or states; typical backgrounds include Nigeria Police Force (ACP or above), NSCDC (Assistant Commandant or above), armed forces field officers, or security managers at multinationals, banks, telecoms or licensed guard companies
• Has run a control room, alarm receiving centre, operations centre or incident command, selected and managed third-party security providers, recruited and trained at least 20 people, written operating procedures, and has verified senior contacts in at least four geopolitical zones
• Clean police character clearance and no undisclosed ownership or interest in security companies or licensing officials

Required skills

• Working knowledge of the Private Guard Companies Act, NSCDC licensing, the Nigeria Data Protection Act and the limits of private security action
• Certifications: command (ASIS CPP / CSMPE), emergency or control room (ICS, NEMA), first aid and basic life support, and lawful conduct training
• Preferred: experience with app dispatch, GPS tracking and telematics, experience in the North and South-South, board/regulator presentation, PMP or PRINCE2, and Hausa, Igbo or Yoruba

Probation milestones: Day 30 (protocols approved, service levels ratified, 24/7 cover live); Day 90 (10+ licensed partners across 4 zones, Lagos and FCT covered at LGA level, join time within target in 95%+ of sessions); Day 180 (partner in every state and FCT, 70% of LGAs covered, SLA reports to every client, named deputy). Monthly pay of N700,000 to N800,000.
