Financial System Strengthening Associate Consultant

About the role

The Financial System Strengthening (FSS) Associate Consultant will support the rollout of accounting software and strengthen financial management across state and sub‑national health entities in Kwara State, Nigeria.

Key responsibilities

• Conduct state‑level Training of Trainers (ToT) on the accounting software and lead its rollout and data migration across participating entities.
• Deliver bi‑monthly financial management training for PHCDA accountants at state, LGA and ward levels.
• Prepare quarterly FMSS progress reports, including achievements, risks, challenges and recommendations.
• Establish financial management knowledge systems to capture lessons learned and best practices.
• Conduct quarterly grant performance reviews, variance analyses and sample assessments with PHCDA internal audit and finance teams.

Required profile

• University degree in Social Sciences, Business Administration, Finance, Accounting, Audit or related field; professional accounting qualification (CPA, ICAN, ACCA) is an advantage.
• Minimum 5 years of progressive experience in financial management, accounting, financial controls and partnership management, preferably in donor‑funded health programmes.
• Experience working with government institutions and sub‑national entities such as State Primary Health Care Development Agencies.

Required skills

• Strong knowledge of financial management, budgeting, financial reporting and internal controls.
• Expertise in donor compliance, grant management and public financial management systems.
• Proficiency with accounting software implementation, data migration and capacity‑building training.
