Financial Management Specialist – TAAT Program (Consultant)

About the role

The International Institute of Tropical Agriculture (IITA) seeks an experienced Financial Management Specialist to lead financial management for the TAAT Program Management Unit. The consultant will ensure robust fiduciary safeguards, accurate reporting, and effective treasury management across the multi‑country initiative.

Key responsibilities

• Lead budgeting, accounting, internal controls, financial reporting and treasury functions for the TAAT program.
• Prepare and present the program budget to the Program Steering Committee and monitor budget execution.
• Produce quarterly unaudited financial reports and annual financial statements.
• Develop and maintain the Program Financial Procedures Manual, incorporating accounting policies and standards.
• Implement business process improvements, including automation of accounting and reporting.
• Supervise finance staff, conduct performance reviews and provide career guidance.
• Coordinate with auditors, address audit queries and support procurement financial reviews.
• Assist in field monitoring, generate variance reports and train staff on data‑analytics reporting tools.

Required profile

• Qualified accountant with full membership of an internationally recognised body (CA, CPA, ACCA, CGMA).
• Minimum 10 years post‑qualification experience, including at least 4 years on donor‑funded projects.
• Master’s degree in accounting, business administration, public administration or related field.

Required skills

• Proficiency with accounting software.
• Strong knowledge of IPSAS, IFRS or comparable accounting standards.
• Expertise in budgeting, budgetary control and financial reporting.
• Experience with donor disbursement procedures and justification practices.
• Data‑analytics and report consolidation capabilities.
• Familiarity with Oracle accounting system (advantageous).
