Procurement Operations Manager – Oil & Gas (Nigeria)

About the role
IO and Associates, a UK‑registered commission agency serving the Nigerian oil and gas refinery sector, is seeking a driven and well‑connected Operations Manager to be the first on‑ground team member in Nigeria. You will manage all local activities that require physical presence while headquarters handle remote work.
Key responsibilities
- Buyer Relationship Management – build and maintain relationships with procurement and technical teams at major Nigerian refineries and EPC contractors, attend meetings and site visits.
- Tender Submission and In‑Person Follow‑Up – submit tenders prepared by headquarters, attend clarification meetings, technical presentations and site inspections, and follow up with buyers.
- Port, Logistics, and Delivery Supervision – coordinate customs clearing agents, supervise port clearance and arrange inland transportation to refinery sites, confirm delivery completion.
- Regulatory and Government Office Liaison – visit NIPEX, NOGIC‑JQS, DPR and other agencies for applications, renewals or registrations that require physical follow‑up.
- Monthly Field Reporting – provide concise monthly reports to the Director covering meetings, tender status, deliveries and on‑ground intelligence.
Required profile
- 3–5 years experience in the Nigerian oil and gas sector in commercial, business development, procurement or supply‑chain roles.
- Established relationships with procurement or technical teams at Dangote Refinery, NNPC refineries or major EPC contractors.
- Hands‑on experience with Nigerian port clearing, customs procedures and inland logistics for imported equipment.
- Strong knowledge of the NIPEX tender process and Nigerian content requirements.
- Excellent written and spoken English and confident presentation skills at senior procurement level.
