National Data Consultant – Education (12‑month contract, Abuja)

About the role

UNICEF is seeking a National Data Consultant to support the education sector in Nigeria for a 12‑month consultancy. Working from the Abuja office and travelling as needed, the consultant will collaborate closely with the Chief of Education, an International Consultant and government partners to strengthen the DNEMIS/EMIS ecosystem.

Key responsibilities

• Review and improve DNEMIS systems, protocols, data collection, management, analysis and reporting tools, including dashboards and server migration.
• Assess and update knowledge products (manuals, videos, SOPs) in the DNEMIS knowledge base.
• Identify capacity‑building needs and coordinate training and coaching for NEDI/NEMIS and state/local education teams.
• Liaise with Ministers of Education, UBEC Chair, State Commissioners and EMIS teams to promote leadership in EMIS operationalisation.
• Monitor data collection (ASC, Safe School, student, teacher data) and oversee mapping of non‑formal education centres.
• Provide technical assistance for data analysis, report preparation and use of analytical reports for policy and programme development.

Required profile

• Experience working with national education data systems (EMIS/DNEMIS) and government stakeholders.
• Proven ability to conduct system reviews, guide updates and support migration to government servers.
• Strong background in capacity‑building, training coordination and stakeholder engagement.
