National Data Consultant – Abuja (12‑month consultancy)

About the role

UNICEF is seeking a National Data Consultant to support the education data ecosystem in Nigeria for a 12‑month consultancy based in Abuja. The consultant will work closely with the Chief of Education, an international consultant and government partners to strengthen the DNEMIS/EMIS systems and improve data‑driven decision‑making.

Key responsibilities

• Review and advise on DNEMIS system functionality, data collection, management, analysis, reporting and dashboard development.
• Identify system update needs and guide migration of the platform to the government server.
• Assess and update knowledge products (manuals, videos, SOPs) for EMIS operators.
• Coordinate capacity‑building activities, monitor training sessions and provide coaching to federal, state and local education teams.
• Liaise with Ministers of Education, state commissioners and EMIS teams to promote leadership in EMIS operationalisation and ASC exercises.
• Monitor data collection (ASC, Safe School, student and teacher data) and oversee mapping of non‑formal education centres.
• Provide technical assistance for data analysis, report preparation and use of analytical outputs for policy and programme development.

Required profile

• Relevant experience in national education data systems (EMIS/DNEMIS) and government data initiatives.
• Proven ability to work with multiple stakeholders, including ministries, state agencies and international partners.
• Experience in capacity building, training coordination and monitoring of learning interventions.
• Strong analytical mindset with experience in data quality assurance and reporting.
