Institutional Strengthening & Delivery Specialist

About the role

The Institutional Strengthening & Delivery Specialist will work with government institutions to boost operational efficiency, improve implementation effectiveness, and raise overall institutional performance. The role translates high‑level policy priorities into measurable outcomes through structured delivery systems, organisational strengthening, and performance‑management frameworks.

Key responsibilities

• Conduct organisational design reviews and capacity assessments; develop and implement institutional strengthening frameworks and improvement plans.
• Support the creation and management of Delivery Units, designing governance structures, workflows, and accountability mechanisms.
• Develop KPI libraries, RACI matrices, implementation trackers, and performance dashboards; monitor progress and guide corrective actions.
• Establish reporting frameworks and delivery review processes for senior leadership; support results‑based management systems.
• Facilitate change‑management initiatives, design and deliver capacity‑building workshops and training programmes.
• Collaborate with government bodies, technical teams, and development partners; prepare implementation reports, operational updates, and management briefings.

Required profile

• MBA or Master’s degree in Management, Public Administration, Industrial‑Organisational Psychology, or a related field.
• Minimum 10 years of experience in organisational development, institutional reform, programme delivery, or public‑sector transformation.
• Strong knowledge of organisational effectiveness and performance‑management frameworks.
• Demonstrated project‑management expertise, including PMP, PRINCE2, or equivalent methodologies.
• Experience designing delivery systems, dashboards, and operational performance tools.
• Excellent facilitation, stakeholder‑engagement, and communication abilities.
