About the role
Oxford Policy Management is seeking an experienced Human Resource Management Specialist to lead workforce capacity assessments and HR system improvements for public sector institutions in Nigeria. This is a four‑year fixed‑term position contingent on project funding.
Key responsibilities
- Assess existing workforce capacity, staffing structures, and HR management systems in health, education, or related public sector institutions.
- Conduct workforce planning and manpower analyses to identify staffing gaps and future resource needs.
- Review HR policies, staffing norms, and organizational structures to recommend improvements.
- Support development of evidence‑based workforce plans, HR strategies, and implementation roadmaps aligned with project objectives and government priorities.
- Provide technical advice on recruitment, retention, performance management, succession planning, and workforce optimisation.
- Design and implement data collection tools, workforce assessments, and stakeholder consultations.
- Analyse HR data to inform policy recommendations and strategic decisions.
- Engage with government agencies, development partners, and other stakeholders to validate findings and build consensus.
- Prepare technical reports, presentations, policy briefs, and other project deliverables.
- Contribute technical input to capacity‑building activities, workshops, and stakeholder engagement sessions.
Required profile
- Master’s degree in Human Resource Management, Public Administration, Organizational Development, Education, Public Health, or a related field.
- Minimum of 10 years of professional experience in human resource management, workforce planning, or organisational development.
- Demonstrated experience working in the public sector, health, education, or international development contexts.
