Transport Governance & Coordination Team Leader (48-month contract)

About the role

The EU‑funded project “Technical Assistance to ECOWAS in Transport Governance” seeks a senior expert to lead the Transport Governance & Coordination work package. Based in Abuja, the role will guide a multi‑donor, multi‑country team to strengthen land, air and water transport regulatory frameworks across the ECOWAS region.

Key responsibilities

• Lead the design, coordination and implementation of regional transport governance and corridor management programmes.
• Manage a 48‑month fixed‑term contract, overseeing budgets, timelines and deliverables for multi‑donor technical assistance.
• Facilitate stakeholder engagement with regional organisations, national authorities and EU bodies, ensuring alignment with EU external action procedures.
• Produce high‑quality reports, policy briefs and AI‑driven analytical tools to support decision‑making.
• Provide strategic guidance on transport policy, institutional strengthening and trade facilitation.

Required profile

• University degree in transport planning, civil engineering, economics or public policy; Master’s degree preferred.
• Minimum 15 years of professional experience in transport governance, regional integration or infrastructure policy.
• At least 5 years managing multi‑donor, multi‑component technical assistance projects, preferably in Sub‑Saharan Africa.
• Fluent in English with working knowledge of French (spoken and written).
• Demonstrated leadership, negotiation and stakeholder‑management abilities.
