About the role

The Officer, Country HR & Admin provides comprehensive human‑resource and administrative support to the country program. Reporting to the HR & Administration Manager, the role oversees talent acquisition, staff relations, performance management and day‑to‑day HR operations for national and/or international staff.

Key responsibilities

  • Review and recommend updates to national staff policies in collaboration with the HR & Administration Manager.
  • Interpret HR policies for program and operations teams and provide technical guidance on HR issues.
  • Support strategic planning and ensure implementation of HR procedures across project sites, including regular field visits.
  • Maintain compensation databases and employee records in CostPoint and the local HR system.
  • Facilitate recruitment processes, advise hiring managers, and produce recruitment tracking reports.
  • Coordinate orientation for new staff and manage employee separation, including documentation and benefits.
  • Prepare and file employee contracts, personnel letters (transfer, promotion, increment, resignation) and update organograms.
  • Coordinate travel arrangements for international staff and keep personnel files up‑to‑date.
  • Assist HR Management with turnover analysis and other periodic HR reporting.

Required profile

  • Demonstrated experience in HR operations, preferably in humanitarian or development settings.
  • Ability to travel to project offices and work in diverse, sometimes emergency, environments.
  • Strong knowledge of HR policies, recruitment best practices and staff administration.
  • Excellent organizational skills and attention to detail.
