Manager, Monitoring & Compliance, Research & Development

About the role

The Manager, Monitoring & Compliance, Research & Development will lead OERNL's Nigerian Content (NC) compliance and research initiatives across all operations. The role translates the Nigerian Oil and Gas Industry Content Development (NOGICD) Act into practical policies, controls and innovation programmes to safeguard regulatory alignment and operational continuity.

Key responsibilities

• Coordinate compliance with the NOGICD Act, NCDMB directives and related regulatory frameworks covering workforce, procurement, subcontracting and reporting.
• Monitor internal operations and external contractors, identify gaps, issue observations and recommend corrective or preventive actions.
• Validate Human Capacity Development (HCD) submissions, plans and evidence packs to meet statutory training obligations.
• Design and embed NC policies, guidelines and SOPs to ensure consistent execution and audit defensibility.
• Conduct risk assessments, develop mitigation strategies and track compliance KPIs through dashboards.
• Compile, validate and submit periodic NC reports to NCDMB and other regulators using approved templates.
• Maintain a centralized repository of HCD documentation with appropriate classification and access controls.
• Lead internal and external NCDMB audits, coordinate document reviews and provide required evidence.

Required profile

• Proven experience in regulatory compliance, preferably within the Nigerian oil and gas sector.
• Strong knowledge of the NOGICD Act, NCDMB directives and Nigerian Content requirements.
• Demonstrated ability to develop policies, SOPs and risk mitigation frameworks.
• Excellent analytical and reporting skills with experience preparing audit‑ready documentation.
• Leadership capability to manage a team of Monitoring & Compliance and R&D officers.
