Senior Transport Legal Reform Expert

About the role

NTU International is seeking a Senior Transport Legal Reform Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening legal and regulatory frameworks for sustainable, smart and safe mobility across the ECOWAS region.

Key responsibilities

• Review, draft and harmonise transport‑related laws, regulations and institutional frameworks.
• Provide legal assistance on road transport governance, axle‑load control, road‑maintenance financing and corridor management.
• Support development and implementation of ECOWAS transport legal instruments, supplementary acts and regional agreements.
• Advise ECOWAS institutions and Member States on regulatory alignment and legal harmonisation initiatives.
• Contribute to legal analyses, regulatory assessments, policy papers and technical reports.
• Deliver workshops, consultations and capacity‑building activities on transport legal frameworks.
• Coordinate with ECOWAS bodies, national authorities, legal experts and development partners.

Required profile

• Master’s degree in law, transport law, public policy, international law or a related field.
• Minimum 10 years of professional experience in legal and regulatory reform, public‑sector governance or transport legislation.
• At least 7 years of experience drafting, reviewing or implementing transport‑related legislation and regional legal harmonisation.
• Proven experience in infrastructure, transport or regional integration projects in developing countries, preferably Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
