SAPZ Portfolio Management Consultant (Nigeria)

About the role

The client seeks an experienced consultant to provide portfolio‑management support for Nigeria’s Special Agro‑Industrial Processing Zones (SAPZ) programme. Working with the Rural Infrastructure Development Division and SAPZ Task Managers, you will help design, appraise, monitor and troubleshoot the programme’s implementation.

Key responsibilities

• Review state proposals and technical feasibility studies for SAPZ Phase II – Tranche 2, identify gaps and recommend actions.
• Support appraisal of subsequent programme phases and contribute to drafting the Project Appraisal Report.
• Prepare supervision and field‑monitoring documents, including aide‑memoires, back‑to‑office reports and Implementation Progress Reports.
• Assist in operationalising Phase II, establishing Project Implementation Units and meeting conditions precedent for the first disbursement.
• Analyse procurement requests, portfolio performance, results indicators, audit recommendations and implementation bottlenecks.
• Provide technical advisory on agro‑industrialisation and facilitate dialogue with government, private‑sector and civil‑society stakeholders.

Required profile

• Relevant master’s degree (e.g., agriculture, development economics, engineering).
• Minimum eight years of experience in agricultural development, value‑chain development, agro‑industrialisation or related operations.
• Strong familiarity with African agribusiness, development‑bank processes and complex multi‑stakeholder programmes.
• Proven ability to work with government agencies, private partners and civil‑society organisations.
