Higher Education Policy & Federal Coordination Expert

About the role

The Higher Education Policy & Federal Coordination Expert will join the core team of the EU‑funded Higher Education System Strengthening Project II – Somalia. The role focuses on strengthening the capacity of Somalia’s higher‑education system to improve coordination, regulation and the sustainability of interventions.

Key responsibilities

• Support the implementation of the project’s objectives across federal and regional authorities.
• Facilitate multi‑stakeholder consultations and build consensus among government layers.
• Draft legislation, costed implementation plans and monitoring frameworks for higher‑education reforms.
• Provide analytical inputs on federal systems, intergovernmental relations and policy impact.
• Monitor progress and produce reports on policy implementation and outcomes.

Required profile

• Degree in education policy, public policy, law or a related social‑science field.
• Minimum 10 years of experience in higher‑education policy formulation, implementation and monitoring, preferably in federal or decentralized contexts.
• Proven ability to facilitate multi‑stakeholder consultations and achieve consensus.
• Experience drafting legislation, costed plans and monitoring frameworks.
• Familiarity with Somalia or Horn‑of‑Africa political dynamics and federal‑regional relationships.
• Fluency in English; Somali language skills are desirable.

• Excellent written and verbal communication in English.
