External Evaluator – ITJA Project

About the role

The International Center for Transitional Justice (ICTJ), together with the Center for the Study of Violence and Reconciliation (CSVR) and the Africa Transitional Justice Legacy Fund (ATJLF), seeks a consultant to carry out the final external evaluation of the EU-funded Initiative for Transitional Justice in Africa (ITJA). The evaluation covers the three-year project's work across African Union Member States and will feed the final report required by the grant agreement.

Key responsibilities

• Assess the project's results and impact using the OECD-DAC criteria (effectiveness, relevance, efficiency, impact, coherence, sustainability).
• Propose an evaluation design and select the methods for collecting and analysing results.
• Produce an Inception Report approved by the ITJA Consortium, then conduct interviews and other data collection, keeping GDPR rules in mind.
• Keep the ICTJ focal point and the evaluation committee informed, validate preliminary findings, and write a final report of up to 40 pages (excluding annexes).
• Include recommendations and lessons learned, supported by evidence and project indicators.

Required profile

• Solid experience conceptualising and running evaluations of transitional justice, democracy-building, peacebuilding or human rights programmes in post-conflict contexts.
• Experience evaluating complex programmes and previous experience evaluating EU-funded projects.
• Advanced degree in a relevant field.
• Knowledge of the African Union and its Member States, especially Ethiopia, The Gambia, Lesotho and South Sudan.
• Excellent written and communication skills; English and working-level French required.
