Consultancy for Development of National Community Engagement and Policing Framework

About the role

The International Organization for Migration (IOM) seeks a reputable consultant to finalise the National Community Engagement and Policing Framework for Nigeria. The consultant will work closely with the Migration Management Unit to refine the existing zero‑draft, ensure alignment with national policies, and support capacity‑building for implementation.

Key responsibilities

• Conduct a desk review of the zero‑draft framework and relevant national, regional and international policies, integrating human‑rights, gender, youth inclusivity and conflict‑sensitive approaches.
• Facilitate consultative workshops and stakeholder engagements to gather technical and operational insights.
• Develop an inception report outlining methodology, workplan and draft framework structure.
• Provide technical assistance to strengthen and finalise the framework document.
• Deliver capacity‑building support to enable effective implementation across government and civil society.

Required profile

• Master’s degree in political science, international relations, law, public administration or related field (or equivalent experience).
• Demonstrated experience in community engagement, community policing, social cohesion initiatives, and policy development.
• Extensive background in migration protection, counter‑trafficking and migration governance.
• Strong understanding of gender‑responsive and conflict‑sensitive approaches.
• Proficiency in English; knowledge of Igbo, Hausa, Yoruba or other local dialects is an asset.
