Project Officer – Monitoring, Evaluation, Accountability & Learning (MEAL)

About the role

The Project Officer MEAL will support the EU‑funded Regreening Africa project, overseeing all monitoring, evaluation, accountability and learning activities. Working under the Program Manager and based in Sokoto, the role involves field travel, data management and close collaboration with technical staff to ensure project performance and donor compliance.

Key responsibilities

• Facilitate the SMILER workshop at project start with technical assistance.
• Track project performance against indicators and produce regular progress reports.
• Design, test and refine M&E tools, including baseline surveys and post‑activity assessments.
• Manage beneficiary databases, ensuring traceability and accurate data entry.
• Conduct household baseline studies, on‑site monitoring surveys and market assessments.
• Analyse and clean all project data, supporting mid‑term, real‑time and final evaluations.
• Promote ICT4D solutions such as electronic data collection using KoboCollect on iPads or Android devices.
• Collaborate with the Accountability Officer to operate a feedback and complaints system.
• Train enumerators and supervise data collection activities.

Required profile

• Under the direction of the Program Manager, able to work independently and travel frequently to project sites.
• Strong analytical mindset with attention to data quality and reporting deadlines.
• Experience in humanitarian or development projects is preferred.

Required skills

• Kobo Collect (or similar mobile data collection tools)
• Use of iPads and Android devices for field data capture
• Basic statistical analysis using appropriate software
• Database management for beneficiary tracking
