National Consultant for OOSC Policy, Strategy and Implementation Plan

About the role

UNICEF is seeking a Nigerian national to serve as a consultant for 5.5 months, working from home, to develop a comprehensive policy, strategy and implementation plan aimed at reducing the number of out‑of‑school children (OOSC) in Nigeria.

Key responsibilities

• Analyse the current education landscape and the twin crises of high OOSC rates and low learning outcomes.
• Develop a national OOSC policy that aligns with UNICEF’s evidence‑based approaches.
• Design a strategic framework and detailed implementation plan to improve foundational literacy and numeracy.
• Engage with government, partners and stakeholders to ensure the plan is feasible and context‑appropriate.
• Produce high‑quality deliverables, including policy documents, strategic briefs and monitoring tools.

Required profile

• Nigerian national.
• Proven experience in education policy, strategy development or related consultancy work.
• Strong understanding of the challenges facing basic education in Nigeria.
