Health Sector Joint Annual Review (JAR) Consultant

About the role
The consultant will lead the Joint Annual Review (JAR) for the Lafiya health systems strengthening programme in Nigeria. This role supports the UK Government’s FCDO‑funded initiative delivered by Palladium and works across federal, state and local health authorities to assess performance and resource utilisation.
Key responsibilities
- Coordinate and facilitate the JAR process with stakeholders across the Nigerian health sector.
- Evaluate programme performance against the defined output areas and the MEARL plan.
- Assess resource mobilisation, distribution and utilisation, and report on health outcomes.
- Provide evidence‑based recommendations to strengthen governance, financing, workforce, information systems and commodity availability.
- Ensure alignment with the Sector‑Wide Approach (SWAp) framework and national health reform agendas.
Required profile
- Proven experience in health sector consulting or programme evaluation.
- Familiarity with Nigeria’s health system, including federal, state and local structures.
- Understanding of health financing, governance, workforce and digital health data utilisation.
