National Consultant – Youth, Peace & Security Implementation Manual (Nigeria)

About the role

The United Nations Population Fund (UNFPA) is seeking a Nigerian national to serve as a National Individual Consultant to develop a practical, youth‑centred, gender‑responsive and conflict‑sensitive National Youth, Peace and Security (YPS) Implementation Manual, accompanying training modules, and a curriculum package for Nigeria. The work will be carried out remotely and will support the Federal Ministry of Youth Development in translating international YPS frameworks into operational tools for federal, state and community‑level actors.

Key responsibilities

• Review and synthesize existing national, regional and global YPS frameworks, as well as related education, peacebuilding, protection and gender materials.
• Draft a comprehensive National YPS Implementation Manual that provides step‑by‑step guidance, state contextualisation tools, templates, checklists and annexes.
• Design standardised training modules for government officials, youth development officers, youth‑led organisations and implementing partners.
• Collaborate with UNESCO and education stakeholders to create a curriculum package for non‑formal education, Youth Development Centres, peer educators and peace clubs.
• Develop practical tools such as stakeholder mapping matrices, action‑planning templates, M&E frameworks and reporting formats.
• Facilitate participatory consultations, pilot testing and validation workshops with UNFPA, FMYD, UNESCO, state representatives and civil‑society partners.
• Produce final editable, government‑owned materials ready for printing, digital distribution and rollout at state level.
