National Consultant – Youth, Peace & Security Communication Toolkit

About the role

UNFPA Nigeria is looking for a National Individual Consultant to design a Youth, Peace and Security (YPS) Communication Toolkit and Community Engagement Package. The consultant will work remotely from Nigeria for 40 working days (approximately eight weeks) to produce a practical, inclusive and adaptable set of tools for federal and state stakeholders.

Key responsibilities

• Review existing YPS documents, SAFEYOPS programme materials, national frameworks and relevant communication guidelines.
• Conduct a rapid communication needs and audience analysis covering federal, state, LGA and community‑level users, including in‑school and out‑of‑school youth, PWD, displaced youth and other target groups.
• Develop a comprehensive YPS Communication Toolkit with standard messages, IEC content, media guidance, peer educator resources, digital/social media assets and safeguarding guidance.
• Create message banks for the five YPS pillars and design peer educator and youth messenger packages with selection criteria, training outlines and reporting tools.
• Produce media engagement tools such as briefing notes, press release templates, radio/TV discussion guides and a social media content calendar.
• Design a community engagement methodology, including entry steps, audience‑channel mapping, dialogue processes and feedback and referral mechanisms.
• Support message testing with youth, government, CSO and media stakeholders and facilitate a technical validation session.
• Prepare final editable and print‑ready versions of the toolkit and all annexes for national and state rollout.

Required profile

• Nigerian national with proven experience in developing communication toolkits, community engagement strategies or similar knowledge‑management products.
• Demonstrated ability to work remotely, conduct rapid assessments and produce gender‑responsive, conflict‑sensitive and youth‑friendly communication materials.
