About the role
As part of UNICEF’s effort to support foundational learning coordination in Nigeria, the Federal Ministry of Education has requested assistance in developing a national Foundational Learning and Numeracy (FLN) Policy and its implementation plan. The consultant will work closely with the Ministry, state governments and partners to design the policy, map non‑formal learning centres and contribute to the 2026‑2027 country programme.
Key responsibilities
- Lead the development of the FLN Policy and a detailed implementation plan for Nigeria.
- Map and analyse the location and capacity of non‑formal learning centres in collaboration with state authorities.
- Provide evidence‑based recommendations and support to the Federal Ministry of Education and UNICEF for scaling up foundational learning initiatives.
Required profile
- Master’s degree in Education Development, Foundational Learning, Education Policy or related field.
- Minimum 8 years of experience in improving learning quality, curriculum development, teacher training or education reform in Sub‑Saharan Africa.
- Proven experience in supporting government‑led education policies and familiarity with FLN landscape in Nigeria.
- Excellent written and oral communication skills in English and ability to engage with government and diverse stakeholders.
