Transport Governance & Coordination Team Leader (Expert)

About the role

The Transport Governance & Coordination Expert will lead the core team delivering the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. Based in Abuja, the role focuses on strengthening land, air and water transport regulatory frameworks across the ECOWAS region.

Key responsibilities

• Provide strategic leadership and coordination for the 48‑month project implementation.
• Develop and oversee transport policy, corridor management and trade facilitation programmes.
• Manage multi‑donor, multi‑component technical assistance activities across several African countries.
• Engage with regional organisations, national authorities and EU external action bodies to ensure alignment and impact.
• Prepare high‑quality reports, policy briefs and AI‑driven analyses for stakeholders.

Required profile

• University degree in transport planning, civil engineering, economics or public policy.
• Post‑graduate degree (Master’s level) in a related field.
• Minimum 15 years of professional experience in transport governance, regional integration or public policy.
• At least 5 years managing multi‑donor, multi‑country technical assistance projects, preferably in Sub‑Saharan Africa.
• Fluency in English and working knowledge of French (spoken and written).

Required skills

• Proficiency with artificial intelligence tools for data analysis and reporting.
