Transport Governance & Coordination Team Leader (48‑month contract)

About the role

The Transport Governance & Coordination Expert will lead a core team delivering the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. Based in Abuja, the role focuses on strengthening land, air and water transport regulatory frameworks across the ECOWAS region.

Key responsibilities

• Lead the design, coordination and implementation of regional transport governance and corridor management programmes.
• Manage multi‑donor, multi‑component technical assistance projects, ensuring compliance with EU external action procedures.
• Facilitate stakeholder engagement with regional organisations, national authorities and trade bodies.
• Oversee drafting of policy documents, reports and AI‑driven analytical tools.
• Provide strategic guidance to improve sustainable, smart, resilient and safe mobility.

Required profile

• University degree in transport planning, civil engineering, economics, public policy or related field.
• Post‑graduate degree (Master’s level) in a relevant discipline.
• Minimum 15 years of professional experience in transport governance, regional integration or public policy.
• At least 5 years managing multi‑donor, multi‑country technical assistance projects, preferably in Sub‑Saharan Africa.
• Fluency in English and working knowledge of French.
