Technical Support Consultant for Programme-Based Budgeting (10 States)

About the role

UNICEF is seeking experienced consultants to provide technical support to ten state governments in Nigeria for the implementation of Programme‑Based Budgeting (PBB) in the 2027‑2029 multi‑year budget cycle. The role involves remote work with periodic travel to the states.

Key responsibilities

• Develop the 2027‑2029 Medium‑Term Expenditure Framework for each of the ten states.
• Design and review pilot sector plans (Health, Education, WASH, Social Protection) and Medium‑Term Sector Strategies.
• Strengthen institutional capacity of state ministries and agencies on PBB concepts and implementation.
• Conduct sensitisation and training sessions for House of Assembly finance and sector committees.
• Create and support transition plans moving from line‑item to programme‑based budgeting.
• Enhance planning, monitoring, evaluation and reporting mechanisms, including a state‑wide budget monitoring platform.
• Facilitate citizen budget forums and media outreach to promote transparency and accountability.
• Document lessons learned and challenges to inform scaling to additional sectors.

Required profile

• Master’s degree in Economics, Public Finance Management, Social Policy, Development Studies or related field.
• Minimum ten (10) years of professional experience in public financial management and budgeting reforms.
• Proven experience in designing and implementing programme‑based budgeting initiatives.
• Demonstrated ability to work with government ministries, legislative bodies and civil society.
