National Data Consultant – 12-month Office-based Role in Abuja

About the role
UNICEF is seeking a National Data Consultant to support the development and operationalisation of the DNEMIS (Data for Education Management Information System) in Nigeria. This 12‑month, office‑based position in Abuja will involve close collaboration with the Chief of Education, an International Consultant, and government stakeholders.
Key responsibilities
- Review DNEMIS systems and protocols, providing guidance to improve data collection, management, analysis, and reporting.
- Identify system update needs and support migration of DNEMIS to the Government’s server.
- Assess and update knowledge products (manuals, videos, SOPs) for EMIS operators.
- Coordinate capacity‑building activities, including training and coaching for federal, state, and local education teams.
- Liaise with Ministers of Education, State Commissioners, and EMIS teams to promote leadership in EMIS operationalisation.
- Monitor data collection processes (ASC, Safe School, student, teacher data) and oversee mapping of non‑formal education centres.
- Provide technical assistance for data analysis, report preparation, and use of analytical reports for policy making.
- Coordinate the DNEMIS project, ensuring alignment with the Federal Ministry of Education.
Required profile
- National of Nigeria with the right to work in the country.
- Experience in education data systems, EMIS, or similar large‑scale data management projects.
- Proven ability to work with government ministries and international partners.
- Strong analytical mindset and capacity to deliver technical guidance.
