Health Financing and Costing Consultant (Nigeria)
United Nations Population Fund
Job description
About the role

The consultant will carry out a financial analysis of the national strategic direction for nurses and midwives (NSDNM 2026-2030) and develop a multi-year costed operational action plan so that stakeholders can understand the costs, identify funding gaps and map funders. Only Nigerian nationals are eligible.
Key responsibilities

- Design a transparent multi-year costing model covering direct programmatic costs (training, deployment, retention), capital expenditures (equipment, infrastructure) and operational overhead.
- Hold stakeholder workshops and key informant interviews with the NSDNM Technical Working Group, the Federal Ministry of Health and Social Welfare, the Nursing and Midwifery Council of Nigeria, donors and midwifery associations.
- Lead the drafting of workshop reports and the comprehensive financial narrative of the costed operational plan.
- Deliver outputs over five weeks: a preliminary costing model, a design workshop, a draft costed operational plan, a validation workshop and the final costed plan.
Required profile
- Masters degree in Health Economics, Public Health, Public Financial Management or a related field.
- At least two years of experience costing health sector strategic plans, ideally in HRH or maternal and reproductive health.
- Experience with UN agencies, governments, NGOs or civil society groups in building national advocacy coalitions.
- Knowledge of Nigeria's health system, policies and socio-cultural context.
- English language.
Required skills
- Proficiency with global health economic modeling tools such as OneHealth Tool, LiST and EQUIST.
- Microsoft Office and digital collaboration tools.
- Analytical, facilitation and communication skills, and strong writing.
The consultant reports to the Gender/SRHR Specialist, with technical guidance from the Director of Nursing Services, Federal Ministry of Health and Social Welfare. Payment is 30% after the draft plan and 70% after the final plan is submitted and cleared.
