Develop SOPs to Counter Smuggling of Migrants (Homebased, Abuja)

About the role

The International Organization for Migration (IOM) is seeking a qualified professional to develop a comprehensive Standard Operating Procedure (SOP) to counter the Smuggling of Migrants (SoM) in Nigeria. The role is home‑based in Abuja and supports the Federal Government’s National Immigration Service (NIS) in strengthening institutional capacity for prevention, detection, investigation, and response to SoM.

Key responsibilities

• Draft a rights‑based, operational SOP that aligns with national frameworks and the UN Protocol against the Smuggling of Migrants (2000).
• Define institutional roles, referral pathways, investigative procedures, and data‑sharing mechanisms.
• Establish inter‑agency coordination protocols and protection‑sensitive response guidelines.
• Collaborate with IOM, NIS, and other stakeholders to ensure the SOP is practical and implementable.
• Provide recommendations for capacity‑building and monitoring of SOP implementation.

Required profile

• Proven experience in migration governance, policy development, or related fields.
• Familiarity with transnational crime, especially smuggling of migrants, and relevant international instruments.
• Strong analytical and writing skills with the ability to produce clear, actionable procedures.
• Experience working with government agencies, UN bodies, or NGOs in a collaborative environment.
