Consultancy to strengthen positioning for ECHO HIP 2027 in Education & Child Protection

About the role

Terre des hommes Nigeria is seeking a consultant to enhance its strategic positioning for the European Civil Protection and Humanitarian Aid Operations (ECHO) Humanitarian Implementation Plan (HIP) 2027. The assignment focuses on Education in Emergencies (EiE) and Child Protection in Emergencies (CPiE) and will combine remote work with approximately ten on‑site days in Nigeria.

Key responsibilities

• Conduct a comprehensive situation analysis of humanitarian needs, response gaps and geographic priorities in EiE and CPiE.
• Review ECHO priorities, previous HIPs and relevant planning documents.
• Map stakeholders, including INGOs and NNGOs, and assess Terre des hommes Nigeria’s current positioning, comparative advantages and capacity gaps.
• Develop methodologies and data‑collection tools to support high‑quality analysis.
• Co‑create a response strategy with consortium partners and prepare the technical elements for a competitive HIP 2027 proposal.

Required profile

• Proven experience in humanitarian programme design, especially in education and child protection.
• Strong analytical skills and ability to produce evidence‑based recommendations.
• Familiarity with ECHO funding mechanisms and HIP processes.
• Excellent communication and stakeholder‑engagement abilities.
