National Consultant – OOSC Policy, Strategy & Implementation Plan

About the role

UNICEF is seeking a National Consultant to lead the development of a comprehensive Out‑of‑School Children (OOSC) policy, strategy and implementation plan for Nigeria’s education sector. The consultant will work remotely for 5.5 months, providing technical expertise to the Federal Ministry of Education and UNICEF partners.

Key responsibilities

• Conduct policy and situational analysis on OOSC and learning outcomes in Nigeria.
• Develop a national OOSC policy framework, strategic objectives and an actionable implementation plan.
• Engage and coordinate with government officials, NGOs, donors and community stakeholders.
• Draft policy documents, briefing notes, and monitoring tools.
• Provide technical guidance and capacity‑building support to Ministry staff and implementing partners.

Required profile

• National of Nigeria.
• Advanced degree in Education, Public Policy, Development Studies or related field.
• Minimum 5 years experience in education policy, OOSC programmes or consultancy.
• Proven experience working with government agencies and international organisations.
• Excellent analytical, writing and communication skills.
