National Consultant – FLN Policy & Implementation Plan (Education)

About the role

The United Nations Children’s Fund (UNICEF) is seeking a national consultant to lead the development of a Foundational Learning (FLN) policy and its implementation plan for Nigeria’s education sector. The assignment is office‑based in Abuja for six months and will support the Federal Ministry of Education in strengthening foundational learning across the country.

Key responsibilities

• Design and draft a comprehensive FLN policy aligned with national education priorities.
• Develop an actionable implementation plan, including timelines, resources and monitoring mechanisms.
• Map and document the location and capacity of non‑formal learning centres in collaboration with state governments.
• Coordinate closely with the Federal Ministry of Education, state education authorities and development partners.
• Produce evidence‑based recommendations based on the FLN landscape analysis and other relevant studies.

Required profile

• Master’s degree in Education Development, Foundational Learning, Sustainable Development, Education Policy, Teacher Training, International Relations or a related field.
• Minimum eight (8) years of professional experience in improving learning quality, preferably in curriculum development, teacher professional development or education policy.
• Demonstrated experience supporting government‑led education reforms in Sub‑Saharan Africa or a comparable context.
• Strong knowledge of global education issues and best practices.
