International Consultant – OOSC Policy, Strategy & Implementation Plan

About the role

UNICEF is seeking an international consultant to lead the development of a policy, strategy and implementation plan for Out‑of‑School Children (OOSC) in Nigeria’s education sector. The assignment is based in Abuja, will be performed remotely with occasional travel, and lasts 5.52 months.

Key responsibilities

• Develop a comprehensive OOSC policy aligned with national education priorities.
• Design a strategic framework to address the learning crisis and out‑of‑school phenomenon.
• Produce a detailed implementation plan, including timelines, resources and monitoring indicators.
• Analyse current education challenges and gaps using UNICEF data and research.
• Engage and coordinate with key stakeholders, including government, NGOs and community groups.
• Draft final policy documents, strategy briefs and implementation guidelines.

Required profile

• Proven experience in education policy or strategy development, preferably in low‑resource contexts.
• Familiarity with Out‑of‑School Children issues and foundational literacy/numeracy challenges.
• Ability to work remotely and travel within Nigeria as required.
• Strong analytical, research and report‑writing skills.
• Capacity to deliver high‑quality outputs within a 5.5‑month timeframe.
