International Consultant for OOSC Policy, Strategy and Implementation Plan

About the role
UNICEF is seeking an International Consultant to lead the development of a policy, strategy and implementation plan aimed at reducing Out‑of‑School Children (OOSC) in Nigeria. The assignment is remote, based in Abuja, with travel as required, and runs for approximately 5.5 months.
Key responsibilities
- Analyse the current education landscape and learning crisis in Nigeria, focusing on out‑of‑school children and foundational literacy and numeracy gaps.
- Develop a comprehensive OOSC policy framework, strategic objectives and an actionable implementation plan for the Federal Ministry of Education.
- Coordinate with UNICEF country office, government stakeholders, partners and donors to align interventions with existing programmes such as the Girls Education Project.
- Provide technical guidance on early learning, teacher qualification, and provision of teaching‑and‑learning materials.
- Prepare evidence‑based reports, briefing notes and recommendations for senior decision‑makers.
Required profile
- Advanced degree in Education, Public Policy, International Development or related field.
- Minimum 5 years of experience designing and implementing education policies or strategies in low‑resource settings.
- Demonstrated knowledge of Nigeria’s education system and challenges affecting OOSC.
- Proven ability to work remotely, manage multiple stakeholders and travel within Nigeria.
