National Consultant – Integrated Birth Registration Ecosystem (Remote + Travel)

About the role
UNICEF Nigeria is seeking a National Consultant to lead the implementation of an Integrated Birth Registration Ecosystem. The position is remote‑based with required travel across Nigeria for state‑level technical assistance and stakeholder engagement.
Key responsibilities
- Lead the design, implementation and integration of large‑scale national data systems for birth registration (Pillar 1).
- Provide decentralised technical assistance to 30 states, supporting local authorities in adopting the new ecosystem (Pillar 2).
- Strengthen reporting mechanisms, build capacity of government and development partners, and ensure system sustainability (Pillar 3).
- Coordinate with UNICEF, UN agencies, government bodies (NPC, NIMC, FMoH, NBS) and development partners to align objectives and deliver results.
Required profile
- Bachelor’s degree in Data Science, Computer Science, Statistics, Information Systems, Public Health Informatics or a related field.
- Minimum of 4 years of professional experience in birth registration, civil registration and vital statistics (CRVS) or related data systems.
- Proven experience leading or supporting the design and integration of national‑scale data platforms.
- Fluency in English; knowledge of a local language is an asset.
- Experience working with UNICEF, UN agencies, government ministries or development partners is a plus.
Required skills
- Technical expertise in data interoperability, system integration, API design and database management.
- Strong proficiency in Python and SQL.
- Experience with data visualization tools.
- In‑depth knowledge of the Nigerian birth registration ecosystem, including NIMC/NIN processes, DHIS and NBS data systems.
