Transport Governance & Coordination Expert (Team Leader)

About the role

NTU International A/S is seeking a senior Transport Governance & Coordination Expert to lead the core team of an EU‑funded project aimed at strengthening land, air and water transport regulatory frameworks across the ECOWAS region. The role is based in Abuja, Nigeria, with a start date of 15 January 2027 and a contract duration of 48 months.

Key responsibilities

• Promote sustainable, smart, resilient and safe mobility in the ECOWAS region.
• Lead and coordinate a multi‑donor, multi‑component technical assistance programme.
• Design, implement and monitor regional transport governance, corridor management and trade facilitation programmes.
• Strengthen institutional capacities of regional organisations and national authorities.
• Prepare high‑quality reports, policy briefs and AI‑driven analytical outputs.
• Manage stakeholder relationships with EU bodies, African governments and development partners.

Required profile

• University degree in transport planning, civil engineering, economics or public policy.
• Master’s degree in a related field.
• Fluency in English and working knowledge of French.
• Minimum 15 years of professional experience in transport governance, regional integration or infrastructure policy.
• At least 5 years managing multi‑donor, multi‑country technical assistance projects, preferably in Sub‑Saharan Africa.
• Experience with EU external action procedures (PRAG, NDICI) is a strong asset.
