ICT Specialist – Financial Systems (Fixed‑Term, 4 years)

About the role

Oxford Policy Management is looking for an experienced ICT Specialist to lead the assessment, optimisation and management of financial management applications and related ICT infrastructure in Nigeria. This fixed‑term position (4 years) supports the delivery of a new development project and will provide technical leadership across the full lifecycle of financial information systems.

Key responsibilities

• Assess existing financial applications, ICT infrastructure and system architectures to identify gaps, risks and improvement opportunities.
• Provide technical leadership for the maintenance, optimisation and integration of financial management systems and digital finance platforms.
• Review system performance, security, data integrity and business continuity arrangements.
• Translate business requirements into functional and technical specifications.
• Support the development of ICT strategies, system improvement plans and digital transformation initiatives.
• Advise on system interoperability, data governance, cybersecurity and best‑practice technology standards.
• Collaborate with stakeholders, software vendors and project teams to ensure successful implementation and adoption.
• Prepare technical reports, system assessments, presentations and other project deliverables.

Required profile

• Master’s degree in Computer Science, Information Technology, Information Systems, Software Engineering or a related field.
• Minimum 10 years of professional experience in ICT, information systems or technology management.
• Demonstrated experience managing, implementing or supporting financial management applications.
• Experience with enterprise applications or digital finance platforms, preferably in the public or development sector.
