Consultant for FLN Policy Development and Implementation (Internationals only)

About the role

UNICEF is seeking an experienced education consultant to lead the development of a Foundational Learning (FLN) policy and its implementation plan for Nigeria. The role will support government‑led reforms and ensure high‑quality, curriculum‑aligned learning materials for foundational literacy and numeracy.

Key responsibilities

• Lead the design and drafting of the FLN policy and detailed implementation guidelines.
• Coordinate with the UNICEF Education Manager (Learning), the FME, and partner agencies to align strategies.
• Develop curriculum‑aligned content and instructional materials for basic education.
• Provide technical advice to government stakeholders on policy adoption and scaling.
• Translate evidence and research findings into actionable recommendations for diverse audiences.

Required profile

• Advanced university degree (Master’s or higher) in Education Development, Policy, Sustainable Development, or related field.
• Minimum eight years of experience improving learning quality, preferably in Sub‑Saharan Africa.
• Proven track record supporting government‑led education reforms and scaling curriculum initiatives.
• Fluency in English and strong written and oral communication skills.
