Technical Support Consultant for Programme-Based Budgeting (Remote + travel)

About the role

UNICEF is seeking experienced consultants to provide technical support to ten state governments in Nigeria for the implementation of Programme‑Based Budgeting (PBB) in the 2027‑2029 multi‑year budget. The role combines remote work with periodic travel to the states.

Key responsibilities

• Develop the 2027‑2029 Medium‑Term Expenditure Framework for each of the ten states.
• Design and review pilot sector plans (Health, Education, WASH, Social Protection) and Medium‑Term Sector Strategies.
• Strengthen institutional capacity of state ministries and agencies on PBB concepts and implementation.
• Conduct sensitisation and training sessions for House of Assembly committees on finance, health, education, social protection and WASH.
• Create and implement transition plans moving from line‑item to programme‑based budgeting for the targeted sectors.
• Enhance planning, monitoring, evaluation and reporting mechanisms, including capacity building for parliamentary oversight and establishing state budget monitoring platforms.
• Facilitate citizen budget forums, engage CSOs and media, and promote public awareness of budget transparency and accountability.
• Document lessons learned and challenges to support scaling the initiative to additional sectors.

Required profile

• Master’s degree in Economics, Public Finance Management, Social Policy, Finance/Accounting, Development Studies or a related field.
• Minimum ten (10) years of professional experience in public financial management and successful implementation of budgeting reforms.
