Senior Road Safety Campaigns & Vulnerable Users Expert

About the role

NTU International is seeking a Senior Road Safety Campaigns & Vulnerable Users Expert to lead awareness and behavioural‑change initiatives across the ECOWAS region. The role supports the EU‑funded Technical Assistance to ECOWAS in Transport Governance project, aiming to improve safety for pedestrians, cyclists, women, youth and persons with disabilities.

Key responsibilities

• Design and implement road‑safety awareness campaigns and behavioural‑change programmes.
• Provide technical assistance on communication strategies, public outreach and stakeholder engagement.
• Integrate vulnerable‑user considerations into transport policies and road‑safety programmes.
• Advise on gender‑sensitive and inclusive approaches targeting vulnerable groups.
• Develop communication materials, awareness tools and public‑information campaigns.
• Prepare road‑safety studies, analytical reports and policy recommendations.
• Coordinate with transport authorities, NGOs, educational institutions, media and development partners.
• Deliver workshops, consultations and capacity‑building activities.
• Support monitoring, reporting and evaluation of campaign outcomes.

Required profile

• Master’s degree in communications, public health, social sciences, transport safety, behavioural sciences or a related field.
• Minimum 10 years of professional experience in road‑safety campaigns, public‑awareness programmes or social‑inclusion projects.
• At least 7 years of experience specifically in road‑safety behavioural‑change communication.
• Proven experience working on transport or development projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
