Senior Infrastructure Project Preparation Expert

About the role

NTU International is seeking a Senior Infrastructure Project Preparation Expert to lead the preparation, structuring and promotion of bankable transport infrastructure projects across the ECOWAS region. The role will support the ECOWAS Commission’s Directorate of Transport and the Project Preparation and Development Unit in delivering sustainable, climate‑resilient mobility solutions.

Key responsibilities

• Identify, prepare and structure regional transport infrastructure projects and investment programmes.
• Conduct and review pre‑feasibility, feasibility, technical and investment analyses.
• Develop bankable project dossiers for financing by IFIs, development partners and private investors.
• Contribute to corridor planning and prioritisation, including Praia–Dakar–Abidjan and Abidjan–Lagos routes.
• Provide technical support for pipeline development, infrastructure mapping and investment tracking systems.
• Prepare technical documentation, concept notes, terms of reference and investment proposals.
• Coordinate with ECOWAS institutions, national authorities, development partners and financial institutions.
• Integrate climate resilience, gender equality and social inclusion into project preparation.
• Support capacity‑building workshops, knowledge‑sharing activities and monitoring of preparation activities.

Required profile

• Master’s degree in civil engineering, transport engineering, infrastructure planning, economics, project finance or a related field.
• Minimum 10 years of professional experience in transport infrastructure project preparation, planning or investment advisory.
• Proven experience in developing countries, preferably Sub‑Saharan Africa, and in donor‑funded programmes.
