Organizational Capacity Assessment & Survey Trainer for State Health Agencies

About the role

We are seeking an experienced consultant to lead an organizational capacity assessment and administer a Capacity Index Survey for state‑level health agencies in the Federal Capital Territory. The role focuses on evaluating leadership, accountability and responsiveness of senior officials and gathering mid‑level stakeholder perspectives.

Key responsibilities

• Develop and apply a tailored organizational capacity assessment framework for designated health agencies.
• Review structures, policies and processes related to accountability and leadership responsiveness.
• Conduct interviews, focus groups and stakeholder consultations with senior officials.
• Design, pilot and administer a Capacity Index Survey for directors, deputy directors, program managers and unit heads.
• Analyze survey data and interview findings to identify strengths, weaknesses and systemic gaps.
• Facilitate validation workshops and produce actionable recommendations and a roadmap for institutional strengthening.

Required profile

• Advanced degree in Public Health, Health Policy, Organizational Development, Governance or related field.
• Minimum 10 years of experience in organizational capacity assessments, institutional strengthening or governance reform.
• Proven experience working with government health agencies, preferably in Nigeria.
• Strong knowledge of Nigerian health governance and accountability frameworks.
