Job description
About the role
INTER SOS is recruiting a Livelihood Project Activity Manager for Borno State, Nigeria, to manage, coordinate and monitor livelihood activities. Reporting to the FSL Programme Manager, the post leads the 6-month consolidation phase that turns ten constructed livelihood facilities in MMC, Jere and Mafa LGAs into community-run enterprises with clear ownership, governance and asset management.
Key responsibilities
- Plan and deliver the project: lead the inception phase (technical assessments, ownership and tenure audit, conflict analysis, baseline) and turn results into a costed operational plan, keeping the work, procurement and spending plans aligned with the WFP Field Level Agreement.
- Steer each of the ten facilities through the five-stage pathway (assess, organise, rehabilitate and equip, operate with support, consolidate and hand over) and approve moves to the next stage against exit criteria.
- Review technical quality: approve business plans, pricing, cost-recovery and revenue-sharing models, and ensure facilities supply each other as planned.
- Support landowner negotiations and the Tripartite Facility Management Agreements, serve as secretariat to the State Asset Oversight Committee and champion Government-Community Compacts and landowner recognition events.
- Ensure up-to-date asset registers, tagging, maintenance schedules, spares registers and a funded asset renewal reserve, and approve major repairs.
- Act as main operational counterpart to WFP, build relationships with State MDAs, LGA councils, traditional rulers and private partners, and represent the project in the Food Security Sector.
- Recruit, induct, supervise and appraise a team of 21 staff (target at least 40% female), coach staff and oversee short-term specialists.
- Manage the project budget, track spending monthly, ensure procurement follows WFP and organisational rules, approve payments within delegated authority and prepare for audits.
- Run the MEAL system, submit narrative and financial reports to WFP, and apply do-no-harm, protection, gender, disability inclusion, AAP, PSEA and safeguarding standards.
Required profile
- University degree in Agricultural Economics, Agriculture, Development Studies, Business Administration, Economics, Sciences, Social Sciences or a related field; a Master's degree is desirable.
- At least 5 years of experience in food security or resilience programmes, including at least 3 years in senior supervisory roles.
- Proven experience delivering project activities, including supervision of procurement and contractors, and experience building community-based enterprises or cooperatives.
- Experience working with State and LGA government counterparts and traditional institutions in North-East Nigeria.
- Fluent written and spoken English; good spoken Hausa; knowledge of English, Hausa and Kanuri is an advantage.
Required skills
- Negotiation, mediation and stakeholder management skills.
- Sound judgement on enterprise viability, pricing and financial sustainability.
- Clear report writing and presentation skills in English.
- Proficiency in MS Office or Google Workspace, using data and dashboards for decisions.
